WHAT EXACTLY IS GOING ON IN TSAVO ?

On the way to/ from Buchuma Gate I recently watched a big herd of cattle grazing deep inside the National park.
Is it that KWS nowadays allows herders and their livestock entry into the park because cattle owners lack pasture for their herds beyond the perimeter fence and is rising more funds for the park's management or is it that somebody is simply ignoring and bending all the rules and regulations and just uses the park as his private land ?
In this case it must be somebody highly influential otherwise the cattle would not be there, would it ? How does this livestock get access into the park ?
Was there a fence pulled down through which elephants and lions can then exit the park ?
As a result the poor beasts are blamed for destruction of crops and farmers call for compensation.
What exactly is going on in Tsavo East and how many tourists would like to watch cattle grazing for a fee of USD 50,00 - these are the big questions !? - 'Concerned', Athi.
